Letter to GM(Coordination), on issues related to Delhi Office

Sub. : Issues Raised at GBM’s and by ASTO, Delhi from time to time

 

Sir,

On the 10.01.2007 and 11.1.2007 GBM’s of ASTO members of Delhi were held at Scopeminar, Laxminagar and Scope Complex, Lodhi Road respectively. During the GBM’s the officers brought out number of issues for the Delhi office for which action have been pending for quite some time and require immediate action from your side:

  1. Canteen facilities at Scopeminar: Members were agitated over the poor canteen facilities. In spite of approval given by Director (HR) and setting up of a committee for changing the canteen service provider, there has been no action by HR-ER, Scopeminar to expedite the selection of new service provider. The approval was given in November, 2006 for immediate replacement of the present canteen contractor at the same rates terms and conditions.
     

  2. Demand for disbursing of Cheques at Scopeminar: There is an inordinate delay in settlement of personal claims of officers posted at Scopeminar due to final settlement at Jeevan Bharati Building. Acute difficulties are being faced by employees who have to chase their personal claims at Jeevan Bharati Building resulting in loss of working time. There is an urgent need to finally settle all claims of employees at Scopeminar itself and this will be to the best interest of ONGC. Hence, Cheques related to payments of officers of Scope Minar be carried out at Scope Minar itself.
     

  3. Opening of a Transport section at Scopeminar: Scopeminar has the largest number of employees amongst all offices at Delhi numbering around 335. Like officials posted at Jeevan Bharati Building, they also have to frequently move out of Scopeminar for official work. There being no transport section at Scopeminar, requisitions have to be routed through transport section at Jeevan Bharati Building resulting in delay, loss of time etc. Accordingly, it is suggested that a transport coordinator at Scope Minar be also put in place for taking care of logistics requirement at Scope Minar.
     

  4. Basic facilities for Office of Chief CEC-OG and Head Excom-BD-JV at Scope Complex: In spite of the very important G&G functions being carried out by officers posted at Scope Complex, basic facilities such as telephones, stenos, attendants have not been made available to them. Even basic facilities like fax machine, intercoms etc. are also not available. This is affecting their efficiency in discharge of their official responsibilities. Members pointed out that they should be given the same type of facilities like the office of Sports Division where adequate numbers of staff and attendants have been provided. But officers who are working in mainline function of ONGC have no support staff and facilities. This issue has been brought to your notice by the undersigned earlier also but no action has been taken to date to resolve this long pending issue. Immediately the facilities need be provided to both the offices at Scope Complex.
     

  5. Housekeeping facilities at Scope Complex Lodhi Road and 10th Floor, Kailash Building: There is absolute lack of housekeeping facilities at Scope Complex and 10th Floor, Kailash Building Inspite of assurances from your end no such facility has been extended to these offices. It may be pointed out here that Bank of Baroda also does not have housekeeping facilities. Time and again the issue of extension of housekeeping facilities at Scope Complex , Bank of Baroda and Kailash building has been brought to your notice but so far no action have been taken to solve this issue.
     

  6. Civil work at CEC-OG office at Scope Complex, Lodhi Road: Members during the GBM pointed out the poor quality of work carried out for renovation of CEC-OG office at Scope Complex. The team of ASTO members also visited the office and took notice of the poor quality of materials used in the office. Hence it is again requested to get the work of renovation be carried out immediately.
     

  7. Modification work at 8th Floor Jeevan Bharti Building, Bank of Baroda building, Noida Colony, Noida Guest House and Bachelor Accommodation has also not commenced inspite of assurances: We had personally visited all the offices to carry out the modification work at these offices. However, till date no work has been carried out for modification work at these offices. We have been pointing out for this work since July 2006. It is again emphasized to take up the task of modification of these offices immediately.
     

  8. Provision of LCD monitors for the desktops for officers at Delhi Office: With the implementation of ICE most of the work is carried out on the system. Hence it is suggested that LCD flat screen monitors may be provided to the officers for their desktops.

 

It is requested that time bound action be taken on these issues at the earliest.
