R&P issues

  • Review and finalization of MoU 2004 on R&P.
  • Enhanced career growth opportunities for E-4 and above level executives.
  • Review of manpower norms and immediate recruitment of working level manpower for operational areas for all regions and new businesses.
  • Completion of pending PAR of last two years for timely release of promotion due w.e.f. 1.1.2006.
  • Release of all merit promotions under R&P 1980 & MRPR 1997.
  • Implementation of relaxation granted under MoU dated 7.9.1993 to affected officers of P&A discipline.
  • Re-designating of posts such as Senior High Pressure Welders, Winch Operator Head Telecom Operators etc.
  • Recruitment of medicos and enhancement of emoluments of those who are posted at DSAs/Drill sites.
  • Recruitment of Boiler Operators where temping is not permitted.

Welfare issues

  • Release of three additional stagnation increments.
  • Merger of 50% Dearness Allowance w.e.f. 1.1.2005.
  • Removal of anomaly in pay scales of E2-E5 generated during the pay Revision of 1992.
  • Pay revision with effect from 1.1.2006 (as per the recommendation of Justice Mohan Committee).
  • Review of PRBS for pension benefits & viability of the scheme in light of actuarial report by M/s Mercer and information sharing on Employee Pension Scheme, 1995.
  • Review of Composite Social Security Scheme for enhanced benefits with retrospective effect from 1.6.2003.
  • Final payment of additional incentive (profit sharing) for the year 2004-05 and payment of arrears w.e.f. 1.1.1997.
  • Introduction of Quality Assurance Incentive for Geophysical Field Parties.
  • Continuation of Special facility for North East in Toto including QTF as per entitled class of travel as a policy.
  • Introduction of On-Shore Duty Leave, in lieu of Casual Leave, for 14 days On/Off pattern in On-shore at par with Off-shore.
  • Additional insurance for personnel working in High-seas.
  • Introduction of Central Workshop Allowance, H2S Allowance & Rig Duty Allowance.
  • HRA/Lease/Self Lease payment on notional basic as considered for other perks.
  • Self-lease facility without civil assessment in non-metro cities; extension of the scheme to E0-E2 level executive.
  • Enhancement of insurance charges as per actual for vehicle.
  • Review of CMRE scheme and extension of the scheme to E-0 level executives at par with other executives.
  • Payment of Maintenance charges for vehicles to those senior officers who avail official transport.
  • Review of Traveling Allowance Rules, TTA and other miscellaneous claims on transfer.
  • Review of policy on various advances (computer, home improvement, conveyance, dynamic calculation of loan entitlement linked to basic pay).
  • Review of Kits & Liveries policy to meet work requirement (additional pair of safety shoes, overalls for operation; restoration of powers to L-1 level executives to approve K&L items beyond the norms.
  • Review of Out of Pocket Allowance.
  • LFA encashment (HT) ceiling to be raised to 100% from current 80%.
  • Gift/memorabilia for Golden Jubilee celebrations.
  • IInd AC fare in place of Sleeper class fare for children studying away to visit family station.
  • Two way air fare for personnel posted in ON/OFF pattern in Onshore and Geophysical Field Parties at par with Offshore.
  • Counting of Compensatory Off for Operational Allowance.
  • Inclusion of Compensatory Off for duty performed on National Holidays during ON/OFF pattern for availing Traveling Allowance.
  • Medical facility to dependant children of employees who die while in service.
  • Revision of incentive for adopting small family norms in line with directives of Government of India with special reference to girl child and couples beyond fertility age of 50 & 45 yeras.
  • Extension of Medical facility to dependent parents who have retired from PSUs/Government service in lieu of the PSU/government medical scheme.
  • Medical facilities to dependent parent who are residing separately at hometown or any other station.
  • Removal of minimum residency clause of 8 months for acceptance of dependency of parents.
  • Revision of periodicity of medical claims from quarterly to monthly.
  • Review of HRA percentage for Goa, Ahmedabad, Surat, Bharuch, Dehradun, Karaikal and Rajahmundry.
  • Revision of air entitlement from Rs16,000/- to Rs12,000/-;removal of restriction on air travel for distances up to 500 kms
  • Revision of air fares for LFA encashment w.e.f. 1.1.2004 (OTHT).
  • Restoration of various allowance discontinued during introduction of SHRAMIK.
  • Revision of rates for kilometer charges for journey performed on tour.
  • Review of telephone facility (landline/mobile) to cover all officers in view of the plummeting telecom tariffs.
  • Reimbursement of spectacles charges for self & family members in line with other oil PSUs on self-certification basis.
  • 12.5% operational allowance for employees performing 12 hours shift duty.
  • 20 days CL to employees belonging to North East posted outside NE.
  • Exemption of Income tax on Hard Duty Allowance.
  • Improvement in standard of empanelled hotels at Delhi and other work centers.
  • Revision of Children Educational Allowance w.e.f. 1.4.2006.

Regional issues

  • Augmentation of the Regional Sports and cultural activities.
  • Construction of an integrated office building at Kolkata.
  • Permanent office complex at Karaikal Asset.
  • Construction of additional residential and bachelors accommodation in North East.
  • Improvement in Air logistics for Offshore.
  • 100% instead of 90% CMRE to forced bachelors in North East and extension of the facility to forced bachelors in other work centers for maintaining vehicles at family station.
  • Flood relief for Chennai, Karaikal, Panvel and Mumbai.
  • Restoration of Karaikal Special Compensatory Allowance.
  • Introduction of Incidental charges for the journey being performed by shift duty personnel beyond 15 kilometers from the DSA.
  • Introduction of Remote Locality Allowance for Cambay.
  • Tenure based posting for Cambay & Karaikal.
  • Reopening of Panvel Hospital & City Dispensary of Ankleshwar Asset.
  • Improvement of health care facilities in North East and reference of critically ill patients to the best available hospitals.
  • Payment of job incentive to P&A personnel posted in Field parties and release of incentive for H1& H2 for the year 2003-04 for personnel posted in Joint Venture Group at Chennai.

Other important issues

  • Revised guideline for entitlement for communication, travel & hospitality of ASTO functionaries.
  • Uniform policy on web access.
  • Restoration of two additional increments for acquiring higher qualification withdrawn by recent guidelines from HQ.
