ASTO Delhi suggests - Laptop reimbursement Policy for ONGC

Sub: Laptop Scheme for ONGC Executives.

 

 

Sir,

 

Since last year we had been requesting for a scheme for provision of Laptop for all the executive of ONGC. The scheme was announced as a New Year bonanza for the executives in the form of Laptop advance. However, the latest circular on this aspect on the or.net has informed us that the scheme is under revision and a comprehensive scheme is under anvil.

 

I am sure you must have gone through the letters of Sh. C.R. Das, President ASTO Mumbai through which we had brought out that we need to have a better scheme then the proposed Laptop Advance Scheme. In fact numbers of officers have already drawn the advances. However, since ONGC is improving the scheme, hence we would like to give the following suggestions:

 

Scheme: Laptop Reimbursement Policy

  1. 1. In the era of technological advancement as well as ONGC shifting its operations on to ERP all the executives need to have the facility of Laptop. Accordingly all executives as below shall be entitled for reimbursement of Laptop Amount as below:

    Category Entitlement Ceiling on reimbursement for Laptop
    E9/E8/E7 Entitled Rs. 75,000/-
    E6 to E0 Entitled Rs. 50,000/-

  2. The officers shall purchase the Laptop of their choice of branded make from the authorized manufacturer or from the authorized manufacturer short listed by ONGC. The reimbursement shall be limited upto the prescribed ceiling or the actual amount of Laptop inclusive of taxes, duties etc. which ever is lower.
  3. The Officers shall carry out the billing in the name of ONGC A/c Name of the Officer and the necessary entry shall be made in the asset books of the corporation.
  4. The life of the Laptop shall be deemed to be for three years from the date of purchase and the next reimbursement shall be allowed only after completion of three years.
  5. The Officers need to be provided maintenance/insurance charges after the warranty period is over upto Rs. 5000 or actual which ever is lower, per annum for keeping the Laptop in good shape and insured.
  6. Mobile internet card be provided with some restriction on monthly expenditure say Rs. 1000 per month.
Sir, this suggestion has numerous advantages like:
  1. ONGC shall be able to claim depreciation benefit as the Laptops will become a capital asset for the company.
  2. Valuable man hours in procurement and distribution shall be saved.
  3. Officer can within the entitled amount get the desired configuration of the Laptop or put some extra money from their side to get a higher configuration.
  4. All the officers shall be individually responsible for their Laptops to be kept in good working condition and no particular section shall be burdened for maintaining such huge inventory as well as maintain them.
  5. 5. It will become possible to include the Laptops that have already been purchased by the officers under the loan scheme.
