Sir,
The recent corporate level promotions have been unprecedented. These promotions shall go a long way in improving the morale and satisfaction of the employees. It has also given hope to the officers’ community that the perception of the management has changed and the officer’s shall get their due promotions which had been blocked for quite some time.
The corporate level promotions of this magnitude have at least tried to clear the massive back log of past four to five years. It is definitely a good trend and needs to be continued. The mix of young and old in these promotions is also welcome. It is evident from the outcome that there has been as such no constraints on the number of promotions to be given. The restriction on numbers till last year had left so many of our senior colleagues demoralized and frustrated. A number of them had been waiting for last ten years for the coveted elevation. However, despite the best efforts of EC a few of our very senior colleagues were left out in the corporate level promotions to E6 and E7 levels.
Numerous representations are being received from such senior officers. Most of them fulfill the criterion that is available to the officer community in the public domain like ongcreports/ R&P policy as available to all of us. Many of these representations regarding E5 to E6 promotions point to following isssues:

There are cases of promotion of officers who have resigned. On previous occasions also this happened and the posts went unutilized.

There are cases of promotion of officers who have vigilance cases.

One of the representations has pointed out that probably the master chart did not reflect the correct ACR ratings.

Some of our senior colleagues also missed their promotions from E6 to E7. Some of them have been giving exemplary output in the field of workover, production, technical services, environment, reservoir etc.
We are pointing out these issues because we have instances in the past where disciplinary proceedings had been approved for a particular individual, but the charge sheet was delayed and the promotion order was issued. However, in E6 to E7 on the same pretext the promotions of some of our colleagues have been stayed. We hope that such instances have been a one time affair and this time a very fair and equal criterion must have been applied.
It has been very depressing and demoralizing for the senior officers who have missed their chances despite the great magnanimity shown by the EC. However, we appeal to you that there is still scope for addressing the grievances of genuine cases of some of our senior officers. Most of them must have worked with all of you at one time or another and definitely their omission must have hurt you as well. All of them look up to you for guidance, for appreciation and for improvement. Especially when for once the number restriction is not there.
I may share what a recently promoted HR manager w.e.f. 2007, at E6 level said when she met another officer of technical discipline who was E5 from the same year that she was and unfortunately could not be elevated. The HR manager remarked that today it is more important for officers from technical discipline to be promoted than support services. Such statement really touched our hearts.

He said - if you light a lamp for another, your own path will be brightened.

I quote from your message to all the ongcians put on the net on July 4, 2007 at 7:49:55 PM –“…. the seniors should demonstrate leadership qualities. I assure you - I shall lead by example…”. Sir, give these seniors chance to demonstrate their leadership.
Sir, we humbly and passionately request on behalf of the all the officer’s community to release more promotions to the deserving cases in E5 to E6 and E6 to E7 promotions. Ultimately the happiness that you shall provide to them and their families shall bring happiness to all of us and to the organization.
