- The meeting began with a review of the last minutes of
the meeting held on 29.09.2005. It was reported by the ASTO
members that the proposed cash counter which was to be opened
at Scope Minar has not been opened till date. It was therefore
decided that a cash counter shall be opened immediately
in Scope Minar, to be made functional two days a week i.e.
on Monday & Wednesday from 1100 hrs to 1300 hrs. On
these two days, the cash counter at JBB shall remain open
2from 1430 hrs to 1630 hrs. The cash counter shall be operational
from 8th of March’06.
- Study of manpower in Finance, JBB
It was decided to request HRG, DDN to do a study on manpower
availability of Finance Section, JBB. DGM(F&A) had
informed that due to creation of two setup, one bat JBB
and the other at Scope Minar, Finance section os short
of manpower. - A proposal to be initiated by DGM(F&A)
- Settlement of lease / self lease cases
i) Company Lease payments - It was decided that bills of
company lease shall be sent by Estate Section to Sh M.S.
Mammen, Manager(F&A) positively by the 25th of every
month and the cheques on the same are to be delivered to
Sh Somesh Ranjan, I/c HR-ER, Estate Section by the 4th of
every month.
ii) Self lease payments – All the self lease bills
are to be sent by Estate Section to Sh M.S. Mammen, Manager(F&A)
positively on the 1st working day of every month and Finance
shall ensure that the self lease payments are credited to
individual’s account positively by the 8th of every
month.
Note: In the absence of Sh Mammen, Manager(F&A),
Sh B.S. Rawat, Sr. F&AO will be responsible for the
bills and in the absence of Sh Somesh Ranjan, cheques shall
be delivered to Sh S.C. Jha, Sr. P&AO / Ms. Monica Narula,
AG-I.
- Savings Declaration
It is to be ensured that the savings declaration of all
the employees should reach Finance Section by the 20th
of March, 2006. Finance to issue a circular in this regard
immediately.

Status / Improvement in various Guest Houses
i) New Friends Colony(NFC) GH – All ASTO members
expressed their strong views on the NFC GH and desired
that this Guest House should be dehired immediately due
to the following reasons: -
a) The GH is located in the interiors of NFC and isolated
.
b) Bad condition of the building and its interiors
c) No nearby PCO or a bus stop.
d) The Guest house is far away from Apollo Hospital and
is therefore not suitable for patients ( The GH is primarily
being used by patients who come from various regions).
It was therefore decided that a committee comprising
of Dr. N.K. Jit, I/c HR-ER, Sh Arumurugasamy, CM(F&A),
Sh D.K. Goswami, SE(Civil) & Sh S.C. Jha, Sr P&AO
( to coordinate) shall take necessary action for hiring
of a new Guest House having 8-10 rooms , by the end of
March’06. Present GH at NFC is to be dehired and
all the proposed civil works in NFC GH are to be stopped
immediately.
ii) Hailey Road Guest House
ASTO pointed out that most of the rooms in Hailey road
GH are being occupied by Petrotech although a huge rental
is being paid by ONGC for the Guest house.
Due to this it has not been possible for ONGC to put the
GH to proper usage. Hence it has been decided that Petrotech
be asked to either take a separate accommodation or they
take the entire GH on direct contract with the owner in
which case a separate accommodation will be hired by ONGC.

Extension of Bachelor Accommodation in Noida
Colony
It was intimated by DGM(Civil)-LM(Works) that the pending
dues of NOIDA authority are to be cleared on priority
by Estate section before obtaining extension approval
from Noida Authority for construction of Bachelor accomodation.

Hiring of Bachelor Accommodation near Scope
Minar
It was decided that the a bachelor accommodation consisting
of 15 rooms needs to be hired in a location close to Scope
Minar and the proposal is to be put up immediately by
Sh Somesh Ranjan, I/c HR-ER, Admn, for approval of Competent
authority.

Vacating flats in NOIDA Colony
i) The flat which is being used as a record room containing
finance records is to be vacated and the records are to
be shifted immediately to CWC warehouse positively by
08.03.2006. Sh S.C. Jha, Sr. P&AO to coordinate with
& Sh V.K. Jain, Sr F&AO.
ii) Another flat containing records of CC is to be vacated
immediately. Sh S.C. Jha to coordinate along with Sh S.
Pal, PRO.
iii) It was also found out that materials procured during
last Petrotech are being stored in a room at NOIDA Colony
and hence is required to be immediately vacated. Sh S.C.
Jha to coordinate with Petrotech representative and ensure
early action within 10 days latest by 20th March’06.

Empanelment of Hotels
A committee has already been formed on this and additional
hotels will be empanelled by the 10th of March’06.

Empanelment of new hospital
A committee has already been formed which shall submit
its report and complete the task of empanelment by March’06.

Reservation in ONGC sponsored schools
It was desired by ASTO that the schools in which ONGC
has made donations should have some reservation for wards
of ONGC employees. A list of all such schools to be collected
from Sh Saket Gupta, SE(E&T).

Canteen and housekeeping facilities in JBB
It was brought out that since inception, the canteen
facilities at JBB are not upto the mark and need upgradation.
It was informed that action is in hand. Till the new tender
is in force, it was decided that a committee comprising
of S/Sh C.D. Jose, DM(P&A) & S.Kispotta, Sr. IRO
shall inspect these facilities in JBB. Also, surprise
checks shall be carried out by S/Sh A.K. Pachori, SE(Elect)
& V.K. Barai, SrP&AO.
- Slow implementation of interior works at CEC
office office, Scope Complex, Lodhi Road
Civil deptt wanted that the area be cleared of goods
belonging to CEC as they are hindering the work. Action
to be taken by taken by GGM-Chief (CEC)

Civil/ Electrical works at Noida colony
A proposal has already been put up for
approval of competent authority regarding replacement
of water pipelines to arrest seepage, painting, improvement
of common area, making sample flat for upgradation of
existing flats etc.
Electrical works such as Garden lights,
improvement of lifts etc have been taken up and is expected
to be completed by mid May’06.
Garages, Landscape garden, basketball
and Lawn Tennis courts have already been completed.
