Action Plan for general preparedness for indefinite strike w.e.f. 0600 hours of 23.08.2007

 

Dear friends,

 

Friends, as all of us are aware that as per our action program we started with Hunger Strike w.e.f. 1000 hrs of 20th August, 2007 by Presidents and ASTO leaders of various units and completed it successfully at 2200 hrs of 21st August, 2007 i.e. complete 36 hours. The response of the people was tremendous. At around 1130 hours on 21st August, 2007 EC met our group on 6th Floor Jeevan Bharti and agreed to thrash out the issues that we have raised. We also pointed out major discontentment against the adhoc adjustable advance that has been agreed to. The second meeting was held at 9th Floor conference hall Jeevan Bharti Building at around 1830 hours and the 28 issues raised by us were discussed. However, we have to be prepared for the total shutdown in a systematic manner keeping in mind the safety, health and long term implications on the plants & machineries etc.

 

Following are the general guidelines for preparations towards a safe and accident free direct action program:-

  1. Coverage of strike:
    All installations and offshore platforms, drilling & work over rigs, plants, Offices, Institutes, supply bases / jetties and workshops.

  2. Reasons for agitation:
    Inordinate delay in resolving the long pending issues of officers as given in our news letter no. 30 available on our website www.astodelhi.com

  3. Details of strike: Indefinite strike w.e.f. 0600 hrs of 21st August, 2007.

  4. Participation:
    All members of ASTO shall participate in the strike. All officers on deputation and posted at OVL shall also participate in the strike. All members at the operational areas shall refrain from carrying out normal / regular activities. All members at offices and Institutes shall congregate at the gate / entrance of the premises of the HQ of Asset/Basin/Plant/Institute offices. Members shall not indulge in any slogan shouting and other kinds of disruptive activities. Members are advised not to log in and enter any data in the ICE server w.e.f. 0600 hrs of 23rd August, 2007.

  5. Exemption:
    Executives directly deployed in and related to all essential services including Fire, Medical, and Security, cooking gas and power supply & maintenance of ONGC townships, Asset Managers, Basin Managers, Plant Managers and one IR officer in each work centre. All radio rooms and Crisis Management Teams in assets are also exempted from the purview of the strike. However local units can take decision with the local management for carrying out any additional emergency job. All other Heads of services and Institutes also would participate in the strike.

  6. Safety and Security Precautions:
    The Officers’ community bears great responsibility towards the safety and security of the plants and installations, equipments and wells and other capital assets of the organization. No one shall indulge or cause to provoke any person to indulge in any act that may jeopardize the safety and security of any capital assets and properties of ONGC. Representatives of ASTO in all units are directed to remain vigilant to avert any unforeseen incidents / accidents and sabotages.

  7. Coordination and Communication:
    Each unit will constitute a coordination committee of at least 5 members who will be adequately briefed about the procedures and precautions. This coordination committee will also function as the Nodal agency for information dissemination and it would be in constant touch with the office bearers of the units. The President / Secretary of each unit will be the first person responsible for overseeing the entire coordination and report to ASTO-Control Room on daily basis.
