Sub: Pending Issues

Sir,

We have been constantly bringing to your notice number of issues that concern the organization either through meetings or through our letters. We have continuously endeavored to bring such issues to the notice of EC time and again.

.

Once again we would like to highlight following important issues.

  1. Payment of Incentives for the year 2006-07: It is very unfortunate that the payment of incentive for the year 2006-07 has not been done so far though it is more than nine months that the fiscal year is over. By the past practice the payment should have been made by now. If we go by the payment made during the past then at least 45% is payable to us in the form of profit sharing. It is requested that this payment be made to us immediately.
  1. Laptop facility to officers: The issue of providing Laptop to officers who have already taken loan was discussed with you and we were assured that we shall be giving Laptop to those officers also who have already taken loan. Sir, both the schemes are totally different as in one the officer is only getting a soft loan which he is returning back to ONGC as EMI per month from his salary. Further, the scheme for providing Laptops came much later than the scheme for Laptop Loan and some people had already availed of this facility and purchased the Laptop. We had requested you earlier also to address this anomaly. We had suggested that the Laptops purchased by the concerned officers by adjusted and regularized as part of ONGC Laptop Scheme. This way neither ONGC shall be incurring any further expenditure nor the concerned officers be put to any hardship.
  1. Review of Corporate Promotions for the year 2006 and 2007: Sir, reference is made to our previous letters in this regard. In these corporate promotions numbers of deserving cases were left out. It is also very clear that most of them were having requisite PARs as well as experience required for the elevation. Number of them has missed out because the Key executive had not given their recommendation. It is still not understood by us why we should take recommendation from Key executives when the provision does not exist in R&P. Many of them have been very senior and are direct contributors to the performance of the organization. Sir, we have a case where the senior most person of the batch in G&G discipline had resigned and was serving notice period and despite having required PAR etc. his name was dropped. During the notice period he took back his resignation just two days after the promotions were released. Every body welcomed him back but was not given the elevation that he deserved. The other side of the story is that number of such cases were promoted who had resigned but their status was not known or have resigned later We appeal to you that the corporate promotions be reviewed and senior cases be accommodated from 2006 and 2007 itself, when we know that the numbers were not a constraint for us.

With Warm Regards,
