News Update – 19

STOP NOT TILL THE GOAL IS ACHIEVED

As per the resolution no. 6 of meeting at Baroda which was held under the guidance of Sh. C.R. Das, President, ASTO, Mumbai, number of work centres went for relay fast. There was overwhelming response at all the work centres.

At Delhi also the relay fast was a major success and nearly 128 officers participated in the relay hunger strike. ASTO, Delhi once again THANKS ALL THE MEMBERS OF DELHI UNIT FOR THEIR OVERWHELMING SUPPORT FOR THE CAUSE.

Our action program continues. From 16th January, 2007 onwards “work to rule” will start since 0600 hours. “Work to rule” means the executives will perform their duties as per the schedule hours including the norms and as per the jobs defined at Delhi. However, in operational areas the executives as of date are entrusted with the job of two or more post above and below. But as per the norms, the executive is supposed to perform the job either for one post above or below. In this regard, Management must take a note that in absence of appropriate manpower, operation may come to halt; the responsibility will not be with the executives or on the Association. Most importantly, the management must take note that the safety and security if are not available to the operational areas, executives engaged there may not participate in the operational activities. Authority must take a note during the “work to rule”, safety and security aspects to be taken care of as per the safety rule and security procedure. As a part of the minimum safety norms, kits and liveries, Personnel Protective Kits if not available, the executives will not be compelled to perform the operational activities. However, the essential services like Fire, Security, Medical, Water Supply etc. will be out of the Action Plan.

Friends, most of the major units have supported our cause. These units represent nearly 70% of the officer’s community and produce nearly 75% of the product of ONGC. Despite such overwhelming response, the present CWC has threatened to take disciplinary action against us. They have chosen to be silent on the issues that we have highlighted. They have even tried to break up the unity of ASTO, Delhi. However, as all can see the present President, CWC failed to achieve his target and the united Delhi unit launched the program.

Majority of the GBMs have shown resentment to the fact that the recent steps to overhaul the PRBS scheme are very confusing to the members who are contributing to the scheme. They also resolved that ONGC has to stand guarantor to the scheme as per the resolution of 21st July, 2006 of CWC or else the scheme should be scrapped and the money be diverted to CPF. Numbers of local issues have also been pointed out by the members for whom we have already written separately to Head of Delhi office. All the issues have been listed in our news letter no. 18. We shall not leave any stone unturned till we achieve our goals.

Friends, time has come to bring a revolution in the working of ASTO. The leaders have to rise above the bait of personal favours that the management showers on them. They have to show impeccable integrity in resolving the issues and are honest in handling public funds. Sadly, it is not the case for some of us.

Today, we have to sacrifice and fight for the cause of the people with grit and determination.

Revolutions are brought about by general people, the masses, people like us and all of you – who till now have been watching the misdeeds of some of our leaders. But time has come to take action.

The Action plan of work to rule continues till the issues are resolved. However, the CEC Members will again meet on or before 31.01.2007 to take stock of the situation and may decide to go for indefinite Hunger strike / complete strike. The leader of the working committee Shri C R Das, President ASTO Mumbai is authorized to co-ordinate.

Dear members, all of you are requested to participate in the work to rule and make it a grand success as you have done in all the previous programs.

We will keep you posted with all the developments. Keep in touch with our website www.astodelhi.com.  Our Motto remains -
